New Business Model for Transportation Infrastructure Development
The Transport Construction Authority (TCA) is a State-owned corporation that develops and delivers major rail infrastructure projects for the New South Wales Government.

First established in 2002 as the Transport Infrastructure Development Corporation, TCA has evolved from a single project organization to delivering multiple complex programs valued at approximately $11 billion. In January 2007, TCA established a new matrix structure and business model to align functions with the project lifecycle, support sustainable workloads, and enable the organization to scale resources to successfully deliver multiple complex projects.

Parsons Brinckerhoff assisted with the development of the 2007-2012 Business Plan to achieve corporate objectives. Parsons Brinckerhoff developed a corporate reporting framework to assist the Board and Executive Team to monitor performance, control risks and comply with all statutory reporting requirements.

Parsons Brinckerhoff worked with the TCA to implement the new business model and assessments of Project Management Maturity to measure implementation of this framework and the success of project delivery.

Applying best practice, knowledge transfer, and change management methodologies, Parsons Brinckerhoff works in partnership with clients to align systems, skills, people, process, structure and culture in a way that drives improvements to business operations and service delivery. Parsons Brinckerhoff worked with Metrolinx in Toronto, Canada to create a transparent, repeatable capital planning and programming process to optimize the allocation of Provincial funds. The Metrolinx Board approved both the process and the 1- and 5-Year Program that led to the allocation of almost $500 million for regional transportation projects. For the San Francisco Metropolitan Transportation Commission, Parsons Brinckerhoff also established a framework and implementation plan for a more robust, financially viable transit system that is both cost-effective and customer-focused. In Australia, Parsons Brinckerhoff assisted the Transportation Construction Authority with the development and implementation of its new business plan to deliver an $11 billion capital program for major rail infrastructure in New South Wales.
