Parsons Brinckerhoff Role: Owner’s and Lender’s Engineer

115-kV Transmission Line
In Cambodia, a large electricity transmission project involved importing power from a substation in neighboring Thailand to meet urgent needs in northwest Cambodia. The project included the construction of three 115-kV/22-kV substations at regional centers in Battambang, Banteay Meanchey and Siem Reap; one 115-kV switching station; and 137 miles (221 kilometers) of a single-circuit 115-kV transmission line traversing three Cambodian provinces.

Parsons Brinckerhoff advised the Asian Development Bank and Cambodia Power Transmission Lines, a private joint venture, on technical, environmental and social issues, identifying all risks and offering mitigating solutions.

“Since energization of the facility in November 2007, Cambodians served by the new transmission lines have been less dependent on the more expensive option of small diesel generators,” said Fleur Parkinson, Parsons Brinckerhoff’s Environmental Scientist on the project. “Private shops and restaurants have been able to extend hours and invest income in their businesses that was previously spent on electricity.” Fuel imports and carbon emissions have also been greatly reduced.

Reliable and secure power transmission and distribution systems are critical elements in the push to meet the growing global demand for electricity. Transmission and distribution systems provide a lifeline in rural or developing areas, enhancing the quality of life and spurring economic growth.

Parsons Brinckerhoff brings proven skills and experience to the design, development, and maintenance of power networks, from medium-scale systems to extra high voltage (EHV) networks. We serve in diverse roles, including Lender’s Engineer providing risk evaluation and supervision and inspection services, and Owner’s Engineer providing design and project and construction management services. We’ve supported clients such as utilities and government agencies on transmission and distribution networks around the world. We’ve worked on every major system element, including overhead lines, substations, underground and submarine cables, protection and control systems, and supervisory control and data acquisition (SCADA) systems/distribution management systems (DMS).

Parsons Brinckerhoff’s transmission and distribution projects bring clear benefits to affected communities. An interconnection project between Ireland and the UK will increase security of supply, and spur competition in the Irish electricity market. A transmission project to bring power into Cambodia from Thailand serves a local population that previously depended on small diesel generators. A transmission interconnection project between Ethiopia and Djibouti in east Africa will provide affordable electricity to Djibouti and serve remote border towns. In every case, our goal is to support clients in planning and implementing networks that will perform efficiently over the long term.
