Caltrain Communications-Based Overlay Signal System
The Caltrain Communications-Based Overlay Signal System (CBOSS) is a train control system intended to provide all passenger trains operating on the Caltrain corridor with in-cab equipment that will continuously supervise the speed of the train and automatically intervene with emergency brake application whenever speeds exceed the intervention speed based on the train’s movement authority. CBOSS also includes alerts that assist in hazard/risk management related to the mandate for temporal separation of freight and passenger operations. CBOSS is specified to track identified freight and passenger trains and to identify unexpected occupancies that represent potential joint operations issues. Whenever unexpected occupancies are detected that indicate a potential for commingling of freight and passenger trains, CBOSS is specified to prompt the controller to confirm the identity and/or validity of the occupancy.

Parsons Brinckerhoff provided project management and engineering services to the Joint Powers Board (JPB) for the Caltrain capital program, which includes signal and communications systems upgrades, terminal station upgrades, and grade separation projects. Our engineers and operating specialists developed a Concept of Operations document and drafted various implementation, development, and safety plans submitted in April 2010.

Parsons Brinckerhoff also provided the project manager and project engineer as well as operations and signal engineering resources to the client for scope of work and system definition, preparation of design drawings and specifications, and contract document preparation. We took the technical lead for ensuring the interoperability between the CBOSS system and the positive train control systems being deployed by Union Pacific and Caltrain’s tenant operators. Parsons Brinckerhoff project staff will also manage the CBOSS system contract award, installation, testing, and placing in service by the federally mandated deadline at the end of December 2015.
